Is Xiangling worth building?

Xiangling is one of the strongest 4-stars in the game and a near-mandatory pickup on any account, especially since she's given for free. She's the heart of the classic National team, carrying huge Pyro damage on just a 4pc Emblem of Severed Fate set. Her only real hurdle is stacking Energy Recharge to around 200% so her Burst stays up; pair her with Bennett and an energy battery. For weapons, the free R5 The Catch is already excellent, so don't sweat skipping a 5-star.
