Is Xingqiu worth building?

Xingqiu is one of the most worthwhile 4-stars in the whole game, practically a safety net for any Vaporize or National team. What he needs most is enough Energy Recharge (around 180%) to keep his Burst up nonstop; everything else goes into CRIT. No Jade Cutter? No problem: Sacrificial or Favonius Sword takes him far for free. Farm a clean 4pc Emblem of Severed Fate and hit your ER threshold first, and the damage follows.
