Worth leveling thanks to her huge versatility—she slots into both Attack and Rupture teams, stunning, buffing, and chipping in sub-damage all at once. She's strongest in Rupture teams where Sheer Force adds to her ATK; her weakness is that squeezing out her full value requires teammates who know how to exploit her Stun and buff windows.

Stat targets

Norma's DISTINCTIVE twist: even though she is a Stunner, her most stat-hungry line is CRIT RATE, not Impact, because her Core Passive converts CRIT Rate into CRIT DMG and extra Daze. CRIT Rate target: ~100% WITH her signature / >=76% WITHOUT (jp). Level 60 targets with signature : ATK ~2,056, CRIT Rate ~98.6%, CRIT DMG ~112.4%. The Core formula varies by lists 'above 50% CRIT Rate, each 1% gives +1.7% CRIT DMG, cap +85%'; Western guides (buffhub/gurugamer) list 'each 1% CRIT Rate -> +0.9% CRIT DMG and +0.6% Daze, cap 81% CD / 54% Daze' — both confirm CRIT Rate is the master switch. Main stats: 4 CRIT Rate · 5 ATK% (or Fire DMG) · 6 Impact (or ER). Sub priority: CRIT Rate > CRIT DMG > ATK% > Impact/ER.

Rotation & combos

1) OPENER: bring Norma in and cast EX Special (Firepower Barrage) to drop her 2 turrets — they stay ~40s auto-building Daze, and the Firepower Barrage window grants +40% DMG to the whole squad. 2) Swap to the main DPS (Starlight Billy / Pyrois…) while the turrets keep chipping Daze off-field (Armor-Piercing rounds build Daze, then auto-switch to High-Explosive rounds for Fire DMG once the boss is Stunned). 3) LOOP: swap back to Norma, hold Basic (Hat Trick) to charge her Preheat/PR resource, then re-cast EX Special to refresh the Firepower Barrage window. 4) At Preheat/PR >=80%, force-trigger her Chain Attack to pull the DPS in for burst right on the Stun. 5) ULTIMATE: use it to pile Daze / open the burst window (and at M6 it becomes the 12s missile barrage), then repeat from step 2.

Mindscapes — how far is worth it?
M1 Worth it

The F2P favorite stopping point. Her EX Special (Firepower Barrage) shreds -15% ALL-Attribute RES on enemies and extends the turret duration to 12s. Because it cuts every element's resistance, it is a BIG team-wide damage gain, not just for Norma — recommends at least M1 to unlock this RES shred (gurugamer).

M2 Worth it

The other top pick (many tier lists put M2 at or above M1). It DOUBLES the Stun DMG multiplier from her Weakened/Tech Divide stacks (about +30% → +60%) and her Basic (Hat Trick) restores 25 Energy for faster Chain/EX uptime. NOTE: prioritize her signature Chief Sidekick BEFORE buying mindscapes (gurugamer).

M3 Low value

All skills +2 levels. A small flat bump with no gameplay change — low value, just a stepping stone to M4.

M4 Situational

Chain Attacks restore an extra 50 Decibels for the team and herself → faster team Ultimates and denser burst windows. Genuinely useful but not a playstyle change, not worth pulling for on its own (source: buffhub, buffbuff).

M5 Low value

All skills +2 levels again. Still just flat numbers, a bridge to M6 — low value.

M6 Worth it

The transformation cap: her Ultimate opens a 12s continuous missile barrage (~280% ATK Fire every 0.75s) plus +30% missile DMG. This is where Norma shifts from 'Stunner + buffer' to 'Stunner that also deals SERIOUS damage'. Very strong but whale-tier — most players stop at M1/M2.

Pros
  • A new-style Stunner: drops turrets and retreats off-field, building Daze from afar with very little field time — leaving the stage to the main DPS.
  • All-round buffs: -15% ALL-Attribute RES (M1) + a squad-wide +40% DMG during Firepower Barrage, fitting both Attack and Rupture teams.
  • Force-triggers Chain Attacks via her Preheat resource — proactively pulling the DPS in right on the Stun window to raise burst tempo.
  • Carries extra damage herself: her Core turns CRIT Rate into CRIT DMG, turrets auto-switch to explosive Fire DMG, and at M6 she becomes a strong off-field missile source.
Cons
  • Unusually CRIT-Rate-hungry for a Stunner: needs ~100% (with signature) / >=76% (without) to fully fire her Core — demanding disc RNG, hard for under-geared F2P.
  • Reliant on teammates who exploit her windows: her Weakened debuff and buff windows only pay off with an Attack/Rupture DPS hitting on tempo; in a weak team her value drops.
  • Managing her Preheat resource and timing Chain Attacks has a learning curve; her Chain Attacks also lean on Energy, so she wants ER / a bangboo to keep tempo.

Shiyu Defense

Strong in Shiyu Defense: plays the Stun-support role, drops turrets to build Daze, then -15% all-element RES + +40% DMG lets the main DPS (Starlight Billy / Pyrois) clear a side within the Stun window. Against single-target bosses her turrets' High-Explosive rounds add extra Fire DMG. With CRIT Rate near 100% her output is very consistent (source: buffhub, gurugamer).

Deadly Assault

Also strong in Deadly Assault: her off-field turrets keep chipping Daze on high-HP foes, and the +40% DMG window plus all-element RES shred help Rupture (Starlight Billy + Lucia) or Attack (Pyrois + Astra Yao) teams pile up score. M6's 12s missile barrage adds her own damage when chasing high scores (buffbuff).

How to read this build page

Every Agent build page has 4 parts: a stat table by level, W-Engine/Drive Disc suggestions, a Mindscape roadmap, and recommended teams. Read them in that order — stats tell you "what you need", gear tells you "where to get it", Mindscape tells you "is it worth pulling", teams tell you "who to pair with". The section below explains how to read each part, and it applies the same way to every character on the site.

How to read the stat table and level

The stat table shows values at the ascension breakpoints (usually the final one, e.g. Lv60) — these are BASE stats with no gear added, useful for comparing Agents or checking whether you've ascended far enough. CRIT Rate and CRIT DMG are shown separately because they set the damage ceiling once Drive Disc substats stack on top. If your real stats are lower than the table, you likely haven't fully ascended or leveled yet — it's not a build mistake.

Why the W-Engine and Drive Disc picks make sense

Most Agents have a "signature" W-Engine designed for their exact role, plus a few cheaper standard-banner substitutes. Missing the signature isn't a dead end — most Agents keep most of their power with a well-matched substitute, just short by some amount of total damage.

  • Drive Disc sets (2pc + 4pc) are picked for the set effect that fits that Agent's playstyle (mono-element, Anomaly, stun, and so on).
  • Substats follow a priority that changes by role: Attack-type Agents usually chase CRIT Rate/CRIT DMG before ATK%; Anomaly-type Agents add Anomaly Proficiency to that mix; Stun/Support roles often value survivability or energy stats over pure CRIT.

These weights differ per character — follow the exact substat priority table above rather than applying one formula to every role.

Is Mindscape worth chasing

General rule: M0 (no duplicates) already clears the game's hardest content, even for S-rank Agents. Mindscape is a duplicate-fueled upgrade system, and each level costs more resources for a smaller power gain. For most Agents, the best value stop is usually M1–M2 (where some key effects unlock), while M6 is almost always for players chasing the absolute ceiling, not a requirement. Skill priority by role

There's no single order for every Agent, but the general pattern by role is:

  • Attack: level the main damage skill first (Basic or Special Attack depending on kit), Dash/Dodge last.
  • Stun: prioritize whichever skill builds Daze/Stun fastest, since the stun window is where the whole team dumps damage.
  • Support: prioritize buff or energy-generating skills over personal damage — this role's value comes from lifting the whole team.
  • Anomaly: prioritize the skill that stacks anomaly buildup, since most of the damage comes from the triggered effect, not the direct hit.

Always level the Core Skill steadily alongside the rest — it's a baseline stat that affects the whole rotation, not just one move.
