Why This Arc Is Strong (or Weak)
Upgrade Priority
Community tier: B
Hold off on heavy investment here unless you have no better option — it needs specific tinkering with team setup to shine, so treat it as a temporary solution rather than a long-term pick.
How to Get This Arc
Requires an unmarked hidden quest. Travel to the Bureau of Anomaly Control and look for the glowing NPC Eclipse near a payphone booth — if she is not there, advance the in-game clock to the next morning. Talk to her twice to unlock the quest. Return to the Hankaku Street payphone, climb onto the rooftop, then set the clock to 8 AM the next day with clear weather — Eclipse appears. After the dialogue, fly to the Illusion Town Wertheimer Tower and climb it, then return to the Hankaku Street booth and talk to Eclipse a 5th time. Drive toward the large red bridge, stop before the tunnel entrance, climb the bridge and follow the pipe up, then report back to the Bureau of Anomaly Control to receive the Arc.
Two Community Tips
If you defeat the required boss but forget to pick up the Arc, the game automatically mails it to your inbox afterward. Most of these fights only require winning once in single-player mode, so picking the lowest difficulty and quitting right after the win (no stamina cost) is enough.
