Prioritize S1 (Guardian of Friendship): it heals the Cover unit and buffs the whole team's Damage to core +85.17% while a shield is applied — her biggest team-wide damage impact. Level S2 (Support of Friendship) alongside it since it buffs Damage to core +40% for the 2 highest-ATK allies and heals the 2 lowest-HP allies, covering both survivability and damage. Leave Burst Skill for last since its ATK buff only scales off Naga's own ATK, a smaller effect than her two passive skills.
