Why is there no icon or description per faction?

The icon field is empty for all 21 factions in the source data, and the table has no description field either — the page shows exactly the name (in 5 languages) the source file provides, without drawing an icon or writing a description on the developer's behalf.

Do Factions affect gameplay, like teams or buffs?

No. The game's own faction table only holds names — no field links a faction to any character, team, stat or buff. Factions here are purely lore/setting data with no combat mechanic attached.
