Cyno
Cyno is an on-field Electro main DPS with a flashy, high-energy empowered burst state. He needs an Aggravate or Quickbloom team with Nahida and Fischl to truly shine; left alone he's underwhelming. His ideal weapon is the Staff of the Scarlet Sands, but if you lack it, the 3-star White Tassel at R5 is a shockingly cheap and strong pick. For artifacts, run 4pc Gilded Dreams if you have an EM polearm, otherwise 4pc Thundering Fury. Keep enough Energy Recharge so his Burst chains don't stall, and mastering his Burst timing is the real key.
