Kiuchi's Palace is the first story Palace, unlocked from the very start (no ticket-gate quest). Its real-world exploration hub, Path of Qimranut, has 7 areas built around a baseball stadium (Main Stadium Entrance, Exhibition Hall, Training Hall, Club, Southern/Northern Rooftop, Center Field). Two different kinds show up in the data. "Hub" safe rooms (17) sit inside the real-world exploration areas above and always unlock the same 3 actions — Edit Party, Train Personas, View Stats. "Interior" safe rooms (13, generically labelled "Area 1/2/3 Safe Room") belong to the combat instance of the Palace itself, not the hub map. Every safe room starts locked (initUnlock 0) and is tied to an NPC you free during exploration.
