Katayama's Palace unlocks after story progress (PalaceWorld unlockParam 120007 for the shared Path of Chemdah hub; the Palace target itself, PalaceLogic sn3, has its own gate at brokenQuest 120922) and costs 33 currency per ticket. Its dam-themed slice of the hub has 10 areas (Palace Exterior, Entrance, Memorial Plaza, Dam Summit, Opposite Shore, Water Treatment Plant and 3 named sub-floors, Water Treatment Plant Tunnel), with 21 confirmed hub safe rooms. The Palace's own combat-instance interior shares 17 generic safe rooms with Akashi's Palace next door (same World, same 5-area "Area 1-5 Safe Room" set) — the dump doesn't separate them further, so see Akashi's Palace page for that shared list. A 25-level Exploration ladder covers the whole Path of Chemdah hub (both Katayama's and Akashi's areas together), capping at 2,000 EXP.
How to unlock
Two gates stack here: the Path of Chemdah hub itself opens at unlockParam 120007 (unlockType 2), and the Katayama boss encounter inside it has a further gate at brokenQuest 120922 (PalaceLogic sn3's own unlockParam is 120036). In short: clear enough story to reach World 4, then keep going to actually trigger Katayama's confrontation.

10The 10 areas trace a dam from the outside in: Palace Exterior leads to the marked Entrance, then Memorial Plaza, Dam Summit and Opposite Shore, before descending into the Water Treatment Plant — which alone splits into 3 named sub-floors (Lower/Central/Upper) plus a connecting Tunnel area.

38The 21 confirmed hub safe rooms cluster entirely in the Water Treatment Plant's 3 floors (7, 6 and 6 respectively, plus 2 in the Tunnel) — every other area (Exterior, Entrance, Memorial Plaza, Dam Summit, Opposite Shore) shows 0 in the dump. The 17-room combat-instance interior is shared with Akashi's Palace (see that page); this page counts 21 as Katayama-specific.

Exploration rewards
Path of Chemdah's Exploration ladder is the longest of the 3 — 25 levels instead of 20 — but tops out at the same 2,000 EXP as Kiuchi's Path, so each level pays out smaller steps. It's a single shared ladder for the whole hub (Katayama's + Akashi's areas together); there's no way in the dump to tell which half of the hub a given level's reward came from.
