The 8 signature 一番星 cards attach to their matching P-idol when you produce that specific P-idol.

Since none can be bought or pulled directly, the reliable path to a specific Legend card is repeated produce runs with the relevant P-idol/plan until the card shows up in a run, then keeping it via a memory (see the Memory guide) to carry it into future runs.

Why the shared Legend cards are banned in H.I.F

H.I.F is a separate produce chapter with its own rules and a rating formula quite different from regular produce (see the H.I.F guide). One of its house rules: the shared Legend cards cannot be used (汎用のレジェンドカード) — meaning the 15 cards from the section above, not all 23.

Because Legend is the strongest tier and, outside H.I.F, is usable across any matching plan, banning the shared group flips the power balance between the three plans compared to a regular produce run: a plan that leaned heavily on a strong shared Legend card gets relatively weaker in H.I.F, while a plan less dependent on that card holds its strength.   • Active or mental? The 8 active cards lean toward a direct score burst on the turn played; the 15 mental cards lean toward steady buffs/recovery across turns. A deck already heavy on scoring cards benefits from adding a mental card, and vice versa.
  • Which produce chapter? In H.I.F, only count on the 8 signature 一番星 cards (if that's your P-idol) or cards not yet confirmed banned; save the 15 shared cards for regular produce.
