Why an NPC or quest shows as "currently busy" — it's not a bug
Many new players panic when tapping an NPC or quest marker shows a message saying that character/quest is "currently unavailable" — assuming the game is broken or progress is stuck. According to the publisher's own official support center, this is an intentional mechanic: that NPC is tied up in a different quest or commission you (or the game) haven't finished yet, so they're temporarily "busy." The fix is tapping the question mark to see exactly which quest/commission is occupying them, finishing that one, and the NPC becomes available again — no indefinite waiting or restarting the game needed.
Which quests are voiced, which are text-only
Archon Quests and most Story Quests are fully voiced for their main dialogue (the game supports 4 voice-over languages: Chinese, English, Japanese, Korean — no Vietnamese dub). World Quests and Daily Commissions are mostly text-only, with the occasional short voiced line from an important NPC.
