Regional Development is Arknights: Endfield's region-leveling system (RDM) — the higher a region's level, the more Mineral Beds, facility caps, and goods it unlocks. What Regional Development Is & What Leveling Up Gives You
Regional Development Metric (RDM) works like a region's own experience points, not a character's. Leveling it up increases Mineral Purity (better extraction), Protocol Capacity, the zipline placement limit, the combat facility limit, the regional Stock Bill cap and the transfer job limit, plus a small reward package each level. There are currently 2 regions: Valley IV (up to level 12) and Wuling (up to level 18).
The 6 RDM Sources
Outpost
Trade AIC products for regional Stock Bills and gain Prosperity; enough Prosperity unlocks an Outpost upgrade mission that raises the Stock Bill cap and unlocks new trade items. Assigning an operator as Liaison whose skill matches the Outpost boosts its efficiency at gaining or spending Stock Bills.
Stock Redistribution Terminal
Spend Stock Bills for materials or gifts, including key items like Engraving Permits or Artificing Catalysts. Reaching Level 2 unlocks "Elastic Goods" — items whose price shifts daily.
Depot Node
Raises the storage cap for AIC products. Reaching Level 2 unlocks a delivery mini-game — you can hand off a job to another player who earns the same reward for completing it (up to 3 jobs/day, expiring after 3 days unclaimed).
Environment MonitoringWuling
Wuling-exclusive. Photograph designated monitoring targets to earn Stock Bills — each level must be MANUALLY unlocked via a mission, it does not level up on its own over time.
Purification NodeWuling
Wuling-exclusive (Test Area), unlocked after the Spring's Return II quest. Treats sewage; fully upgraded, it produces Xircon Effluent.
Trial ArenaWuling
Sword Vault Dale (Wuling) exclusive. A combat simulation: draw random enemies to fight, defeating them earns Wuling Stock Bills. Upgrading raises the reward cap and the number of daily reward-doubling attempts.

Elastic Goods — How to Farm Stock Bills
From Level 2 of the Stock Redistribution Terminal, "Elastic Goods" appear — items whose exchange price changes daily. The basic play: buy when the price is low, then sell/trade it back (including to friends with a higher price) for a Stock Bill profit. Purchases have a daily limit but can bank up to a cap if you don't spend it all every day.

Is RDM shared between the 2 regions?
No — Valley IV and Wuling each have their OWN RDM pool and milestone table; farming in one region only counts toward that region.
Why doesn't Environment Monitoring level up on its own?
